The best counter against those two heroes is Namor. Namor's squids and right-click ability act as protection against dive characters, and alongside Winter Soldier, Namor is the best character for handling dive. That doesn't mean you will rank up easily in Marvel Rivals simply by queuing with anybody, you'll need to actually find some players around your rank who want to climb. But that can be done.
