While the majority of Shelters in Road To Vostok can only be unlocked by using keys that are rewards from late game tasks, you actually start with access to two separates ones.

Beyond the Cabin, which will be your spawn point in every Standard run you start, there is a second one unlocked from the first. Here is how to find the Tent Shelter in Road To Vostok.
To find the Tent Shelter you first need to reach the Outpost zone, which first requires you to go through the School. So let’s take things one step at a time.
To reach the School from the Village zone, exit the Cabin and follow the train track to your right. Follow it until you reach the end of the map, which is cordoned off by yellow tape.
Turn left and follow the yellow tape until you bump into the Transition zone identified by the red and white square. Interact with it and you’ll Transition to the School zone. Be warned that this will lower your Hunger and Hydration meters and will fast forward 1h.
Getting through the School zone couldn’t be more straight-forward. You will spawn on a big road and all you have to do is follow it to the end.
Be extra careful with the first building on your right and with the main School building which will be on your left after crossing the bridge. Enemies spawn in these two buildings almost every time.
Once you reach the end of the road, you will be able to Transition to the Outpost zone, advancing time by 2h and consuming lowering Hunger and Hydration again.
You will take 4 to 5 in-game hours to just enter the Outpost, so be sure to start your journey early in the morning, especially if you plan on looting any of the zones.

Once you’re inside the Outpost zone, follow the dirt road you spawn on until it splits into three separate ones. Take the one on your left and keep following it through the middle of the trees.
The small Tent Shelter will be on your left. This is much smaller than your Cabin and, unfortunately, does not have a bed. You can still sleep safely inside it, you just need to use items to do so.
It has a military crate that you can store stuff in and you can also place bigger items on top of the table to keep handy. That’s not what you will be using this Shelter for, though.
The Tent Shelter is crucial for progressing into the areas with the best loot because without it you would need to cross the entire map to keep items safe in your Cabin.
