Moe is the mythic brawler in Brawl Stars that is very small in size and digs holes to do a super attack. And to be honest, it is not the strongest brawler in the game; however, you can still use him as he has moderate HP, a long range, and is very quick in feet.
He has two forms: the normal and the drilling machine. In his normal form, he throws a stone at the enemies, which will break into pieces midway.
It is kind of like a shotgun, but with no spread at the starting range. In a drilling machine, you will attack enemies with his drill in a short distance.

Both Rat Race and Doddy Digging are incredibly good, but I would go for the Rat Race as Moe can use his drilling machine to attack an enemy in the short distance. The attack is so strong that it can knockback enemies and destroy obstacles.
Considering the DPS of the drilling machine is impressive, you should opt to use it as quickly as possible. However, in Doddy Digging, the charge rate of his Super is increased by 50% for five seconds, which may sound good but will not grant you instant use of the drilling machine.
And it is obvious, you need to do normal attacks to charge your Super, which may not give you the earliest advantage over your enemies. But yeah, it does boil down to what you prefer, so choose wisely.
Skipping Stones is a great Star Power of Moe that can maximize the damage from his normal attack as his rock can explode three times in four rocks in a cross pattern. Basically, it will make a beast splash damage attack, and it is no wonder you should use it in the game.
On the flip side, Speeding Ticket, his other star power, will increase his movement in his drilling machine form while drilling underground. It may sound good, but trust me, Moe doesn't have an issue with the movement speed, so feel free to opt for skipping stones.
We know health and vision gears are a bit passive as compared to damage and speed. But do you really need these?
Moe already has enough speed, and he can do explosive damage on point blank range.
So why not use the gears that will cover his weakness and enhance his strength?
Health gear will cover for the Moe for his moderate HP as he dies very quickly. This gear will regenerate 19.5% of Moe's maximum HP every second, and this way he can quickly heal himself.
On the other hand, vision gear helps him to reveal opponents in the bust after landing a hit on them.
It's a great way to use his long-range ability plus his Skipping Stones star power to clear out enemies.
