Bird City is a new permanent map condition exclusive to the Buried City map. According to metaforge's event timers, it comes around every 8h, and sticks around for 1h each time.
While most of the loot found in Buried City was previously located inside buildings, Bird City turns that on its head and fills the many rooftops on the map with valuables.
With this map condition, flocks of birds will spawn in certain rooftops indicating that nests filled with trinkets are nearby. These nests can spawn in any chimney on the map, including the bigger ones.
Unfortunately, they are tough to see at a distance, and the flocks of bird fly away once someone comes close. Your best bet is to run by every chimney to check if you can interact with it.
When you interact, it should play a unique animation which takes some time to open the container. If you automatically start searching, this means the nest has already been opened by someone else.

There are, obviously, much better money farming techniques than this one. For one, you can just invest into Deadlines and oneshot Bastions and sell everything you loot, but that carries some risk and requires at least some investment.
The magic of Bird City as ARC Raiders' new money farm is that it is zero investment, and very low risk, especially if you typically queue into PVE-focused lobbies.
Bird City's loot-filled nests don't seem to be impacted by the loot areas that influence the loot in the rest of the map. For instance, the best trinkets we found were around Marano Park, in an area that isn't even tagged on the map.
This means that you can get a ton of loot without heading into populated areas and, crucially, without angering the dangerous ARC. The worst that can happen is you draw the attention of a Rocketeer, but simply head inside an attic and you'll be fine.
Stock up on trinkets and you'll leave Buried City buried in colored, expensive ducks.
